The overall objective of TRAPIST is to provide support tools that will enable ports, primarily small-to-medium ports, to enhance the efficiency of their operations and to optimise the planning, management and use of their resources in order to provide cost-effective, safe and high quality services, thereby strengthening their global competitive positions.

There are four output-types from TRAPIST. They are:

  • TRAPIST contributions to Maritime Policies, which are developed and presented in reports
  • TRAPIST reports, of which there are 80. The 12 Work Package reports plus the Project Reports are in the public domain.
  • TRAPIST Routines that will formalise the action content of the reports. There are 28 routines.
  • TRAPIST Software Products, of which there are four; an Information Analysis Manual, an Electronic Planning board, a Terminal Simulation System and a TRAPIST Suite of Routines.

The Ports Forum Workshops organised by TRAPIST consortium are the opportunity to present and discuss the results achieved in the project for the shipping and port industry.

TRAPIST is funded by the European Commission DG TREN (Transport and Energy). It has twenty participating organisations and is divided into thirteen work packages. It commenced in June 2002 and is scheduled to run for two years.

Description of Work Packages

WP 01: Importance of a port to its Community, the State and to Europe
This WP addresses environmental, social and ownership issues, which have collectively become as important as operational efficiencies, in many cases more important. The WP has an expert team headed up by ABPmer and supported by NTUA, IST and the Port of Kokkola. It is carrying out an ambitious programme of work that will be of tremendous interest to all ports.

WP 02: Quantification of a Port’s Market Potential
This is a brilliant work package with a powerful team: NTUA, IST, STC, Port of Bilao and with support from the Port of Thessaloniki. It will thread a path between advanced statistical analysis and approximate methods in order to provide and test a methodology for assessing a port’s market potential.

WP 03: Optimising Information and Physical Flows in a Port / Terminal
This is one of the projects major work packages. It is headed up by TFK of Germany and Sweden, supported by the University of Ulster, IST of Portugal, MSR (Rotterdam) and the Port of Gothenburg.
It addresses the pervasive issue of information systems in ports. It will develop:
* A Planning Guide for planning a port’s IT system,
* A web-based interactive presentation tool that will provide an overview of information and physical flows in a port,
* The combination of these two will be an Information Analysis Manual.

WP 04: Systematic Data Gathering and Presentation: Common Sense Solutions to Terminal Issues
The concepts here are simple and brilliant. The end result is a tool that will assist terminal managers to design layouts and operations in their terminals. An Electronic Planning Board will be developed with some facilitating aids that will be easy to set up and to use and will augment the expertise of terminal managers. The team is headed up by the University of Ulster, with the University of Liege, NECL and the ports of Kokkola and Cork.

WP 05: Simulation of a Terminal’s Operations
A relatively low cost terminal simulator will be produced that may be used for terminal design, operational planning, safety assessment and training. A must-have product for small-to-medium ports. The team is composed of the University of Liege, University of Ulster, IST, NECL and the ports of Liege and Gothenburg.

WP 06: Optimal Loading and Discharging of Liner Vessels
This work package is primarily concerned with efficient loading and discharging of liner / feeder vessels at LoLo terminals. It involves optimal matching of ship cargo management systems with terminal management systems for multi-port calling operations. It addresses everyday issues of cargo surges, late bookings / arrivals, over-stowing and the time pressures of keeping to a tight schedule. An important spin-off is increasing terminal capacity and, hence, avoiding or delaying major capital investments. The research team is headed up by LMG of Norway and has in addition TFK, MarAn and the ports of Bergen and Thessaloniki.

WP 07: Ship / Shore Physical Interfaces
WP 07 is addressing the optimisation of the interfaces at LoLo terminals i.e.
* Ship approaches and berthing,
* Cargo delivery to destinations.
It is also dealing with optimal location or choice of LoLo terminals.
The research team is headed up by MarAn, with Pharos, NECL and the Port of Cork in support.

WP 08: Conceptual Designs for Automated Solutions for Terminals and Ships
WP 08 is dealing with the application of new concepts and the examination of the impact of these concepts in realistic situations using network simulation. It does not deal with marginal improvements to the old order, rather with the quantum improvement in intermodal transport services that is needed to make the European internal market work efficiently. This work package has the largest team of researchers in the project, led by LogIT of Norway, assisted by the University of Ulster, LMG of Norway, NECL of Ireland, IST of Lisbon and the ports of Cork and Thessaloniki.

WP 09: Safety Improvement and Operational Training for Port / Terminal Personnel
This is an essential work package – compact, innovative and a lot is expected of it. It addresses two related themes: safety in ports & terminals and the training of port & terminal personnel. The following is being undertaken:
* An overview is being obtained of EU and state regulations relating to safety and how they are being implemented in ports,
* A review is being undertaken of accidents in ports & terminals, common hazards are being identified and suggestions will be made for their mitigation,
* The structure and functioning of successful Safety Management Systems for ports and terminals will be specified, and suggestions made for their implementation,
* The training needs of port & terminal personnel will be identified,
* Training programmes will be prepared that can be carried out at training establishments and that will complement programmes carried out onsite,
* The programmes will be tested at a number of ports.
This work package is being carried out under the direction of STC of Rotterdam, with assistance from MSR also of Rotterdam, APT (sub-contractor to STC) and the Port of Bilbao.

WP 10: Quantification of the Potential Consequences to a Port / Terminal arising from Change
Assessment of the consequences of change to a port or terminal may be required for proposed infrastructural investment, operational change or from external factors such as innovations planned by competitive ports, or potential market changes such as fuel price shocks, economic down or up-turns. The assessment will be carried out through analysis of transport networks. The research team in WP 10 is NECL, ABPmer, University of Liege and the Port of Bergen.

WP 11: Establishing Operational Standards for a Port / Terminal
This is probably the most ambitious work package within the project. It is setting out to:
* Set objective operational standards for a port / terminal that may be used for self assessment,
* Initiate the process of establishing industry benchmarks, based on the operational standards, for ports / terminals of different characteristics,
* Establish a methodology for carrying out a performance audit on a port or terminal, with suggested solutions for any deficiencies.
The work package is ably led by MSR of Rotterdam, with ABPmer, IST and the Port of Kokkola.

WP 12: Integration of Applications and Routines into a TRAPIST Suite
WP 12 will amalgamate the computer applications and paper routines into a TRAPIST Suite to give them a common look and feel and make them more accessible to the user. WP 12 is headed up by NECL, with assistance from University of Ulster and University of Liege.

Management entails all the functions associated with a large European project. An added feature is a series of Ports’ Forum Workshops. The coordinator of TRAPIST is NECL with assistance from John Wood, (Independent quality assurance) and IFN who are organisers of the Ports’ Forum Workshops.

Ports’ Forum Workshops
The Ports’ Forum Workshops will help keep the ports’ community informed of developments in TRAPIST. Each workshop will be a gathering of port and terminal managers, policy makers, consultants and researchers. Besides stimulating presentations, there will be plenty of time for debate, discussion and one-to-one exchanges. They will help embed the project in the conciousness of the ports’ community and will improve the chances of acceptance and eventual application of the project outputs.
